AFSCME LOCAL 2865

Membership Meeting Minutes

March 15, 2008

The President, Penny Fink, called AFSCME Local 2865 membership meeting to order on Saturday, March 15, 2008. Following the Pledge of Allegiance, a roll call of officers was taken by the Secretary, with the following Board members present: President, Penny Fink; Vice-President, Seth Coffman; Treasurer, Sue Baker; Secretary, Debbie Yocca, and Board members, Esther Alt, Ralph Collins, Mike Schofield, Linda Bennick . Stewards present were Paul Boyer, Chris Ebert, Dennis Stape and Paul Maliszewski. Also present was Council 89 Staff Representative, Steve Mullin

The Secretary read the minutes of the last membership meeting of February 16, 2008.

The minutes were approved as read. The Treasurer's report was presented by Sue Baker as we now have a checking account set up and was approved as presented.

Since there was no old business, the President moved on to New Business.

Penny brought up the matter of our meetings. We are paying a lot for Custodian charges and suggested that we find another space to hold our meetings. Lower Allen Storage may have a free meeting space. Any suggestions can be forwarded to the Board. A time of 9:30 A.M. -11:30 A.M. meeting time was agreed on. Because the April meeting needs

to be held in the library, a suggestion was made to cancel the April meeting. A motion to cancel it was made by Jim McAffee, seconded by Ralph Collins. The motion carried. Penny will submit a new letter about the meeting which will be sent out by Steve Mullin.

A suggestion was made to alternate East and West Shore meetings or to possibly meet at local parks, when the weather is permitting. It was decided to hold the May meeting at the AFSCME Council 89 building. A mailing will be sent to members with a survey concerning the meetings. Please get the names of anyone not receiving notices in the mail. Penny may have Steve send the survey with a quarterly letter. We can also put the information on the website and then mail the information to those who do not have access to a computer. Accurate addresses and email addresses are needed.

Steve discussed bulletin board space and the grievance filed on that.

The March 29, 2008 Steward and Officers training has been cancelled.

A card for Jim Briner was passed around for everyone to sign. Jim is a custodian at Allen Middle School. We would like to start a Good and Welfare committee to handle issues like this. United Memorial Bible Company or memory books are nice gifts which we may purchase in the future. Also mentioned was getting involved in some community service. Anyone interested in serving on the committee should contact the Board. Steve suggested emailing Mike Fox to possibly send a letter to all locals regarding Jim. Ralph Collins mentioned he is involved in Angels Fund.

Steve went over the Grievance Procedure

  • Your rights are subject to your interpretation of the Management comments or question and you may request Union interpretation.
  • If Management wants to question you on their time, they must wait until Union Representation if available.
  • When meetings are held after hours at the School District's request, the person involved should get paid overtime. The Union Steward will not.
  • The Union representative cannot answer for you. The Union Representative can talk to the person to remind them of information to bring up.
  • Confidential Privilege does not extend to the Court of Law.

The Local should buy books for Union Stewards titled "The Legal Rights of Union Stewards." They cost $13.00 each.

The Grievance Process is as follows: Step 1 - Supervisor, Step 2 - Human Resources,

Step 3 - Superintendent, Step 4 - School Board President, Step 5 - Arbitration.

A question was asked abut the Fair Labor Standards Act. This Act protects all workers.  There are not a lot of laws protecting workers.

A motion was made by Chris Ebert, seconded by Seth Coffman to adjourn the meeting at 11:40 AM. Motion carried.

Yours in Unity,

Debra Yocca -  Secretary
